National:
President: Executive Head, can pass executive orders (limited power, made for temporary measures only) and request congress to pass/create certain bills, can veto/sign bills & amendments
Congress: 5-10 members, can pass bills and amendments to the constitution of nations (changing from parliamentary system to presidential system, right to property, money, etc.), bills made for long-term measures/regulations and requires 1/2 + 1 votes to pass (6/10 votes), amendments made for governmental changes and require 2/3 majority to pass (7/10 votes), can override presidential vetoes with 2/3 majority (7/10 votes)
Local (cities):
Mayor: Executive Head, has more power and is head of the City Council, can veto or pass bills and can vote on them
City Council: 3 people (not including Mayor), passes bills. Can override mayoral vetoes with unanimous vote (excluding Mayor)
Both:
Hold the power to regulate markets, land, companies, wages, and levy taxes (on profits).
Campaigns:
Use the in-game ad system, could create pages that the ads link to that describe their promises and who they are, also donation button to donate to specific campaigns
Any other ideas to add?
sounds good but i think that the regional mayors should only be for the US at this point and for the other countries the national system should have full control since there isn't more than one region each for the other 3

i did propose in the original post that national governments could make more cities (once other cities reach a certain population or something, idk i'd have to think about appropriate requirements) and plus a local government should apply to all cities, not just the us
