yeah Gov companies kinda rely on being trustable and also more beneficial to the players that joined it since it is entirely optional, it also relies on the players actually following what it said as rules, this means that they are not all that effective or good
plus it would be far easier if there was a set in stone system in the game itself, as we have no clue who is actually winning or if the managers are picking who they want to be leaders

plus you can't really have elections and they cant levy taxes, have influence in markets (without making their own companies in those markets, and even then) or have jurisdiction over their own land.
