You should definitely leave "sanctioning" up to @Admin. It isn't a good idea to intervene in other players disputes by punishing a player whom you think is guilty. If anything, @Admin should probably resolve the issue as he probably has detailed logs of any transactions that took place related to the dispute.
I know you are trying to help, but trying to "sanction" other players based on a vote that isn't fully reliable will probably make things worse. Also since you want to keep it a secret, it doesn't make things transparent at all since you could be doing literally anything which no one would know about.
