just looked at this thread again, what you described here is not a monarchy but a autocracy which is a government lead by a single leader, a monarchy is a government where a family line rules the state, or as said by Wikipedia "A monarchy is a hereditary form of government in which political power is legally passed on to the family members of the monarch, a head of state who rules for life." found here

Now that I think about it Oligarchy would be a good form of government to apply here due to not having many of the issues of a real oligarchy
