They might be friends with someone who introduced them to the game and loaned them some starter cash.
Alts are a much smaller problem compared to a few months ago if you ask me, but it's good to be a bit skeptical.
If you have evidence of players cheating, just report them, the game staff have shown they read the reports and act on them.
