While I was shutting down my computer yesterday a program called "RTC Video PNP Listener" prevented the shutdown. I do not remember installing it and I think it might be a virus but I'm not sure. Does anyone else know what it is?

it stands for Real Time Capturing video Protection and Privacy Listener, which captures your browsing habits and records video from your webcam when you boot your PC to the time you shut down and uploads it to people on the internet for money.

To uninstall programs, complete the following: On the Start menu, select Settings. Select System > Apps & features. Select RTC Video PnP listener, and then select Uninstall.

It was not on the uninstall programs page thing. I'm going to search my whole computer for the app. It might be hidden from that uninstall programs thing.

This is most likely software installed by another program. It may be a type of bloatware that is allowing the other program to listen and record what you are doing. This is not something you want on your computer, so I would suggest uninstalling it immediately.
