1. Just a couple cities that are all added at 1 time a lot of people could get land this way
2. Income/land tax basically each piece of land adds 1-10% income tax on the owning players and at 5% having 20 pieces of land effectively kills a person's income from sent money to jobs to dividends all the way to auctioning and selling through contracts
