Sounds good, but in that case I would suggest apartments need a quality upgrade, for example:
Normal - 0% - 1k
Premium - 10% - 5k
Lux - 20% - 10k
Possibly more levels of quality added so apartment owners can differentiate on something else rather than just price :)
