What is debt for banks?

Person owe debt like rent, bill, tax, and etc. And person lose money from gamble/business went to bankrupt then owe debt.

Any deposits count as 'debt' for banks.

For some reason the game doesn't count loans as assets for banks though, so they will quickly look a little scewed.
