Good question, there's around 34 empty XDCD-owned land plots left.
Considering:
Construction of a retail store requires 60 000 kWh electricity and 90 000 kg of cement. or
Construction of an apartment building costs 60 000 kWh electricity and 90 000 kg cement for the first story
He'd need around 34 x 60k = 2 040 000 kWh of Electricity
and 34 x 90k = 3 060 000 kg of Cement
to build up those lands. So probably he's the one with the 500k buy offer for $0.20/kWh on The Exchange

I meant like how much more electricity and cement he needs, we can't know that for sure but he is getting close to being done
